﻿{"id":5894,"date":"2011-06-07T16:22:10","date_gmt":"2011-06-07T15:22:10","guid":{"rendered":"http:\/\/www.rogerdarlington.me.uk\/nighthawk\/?p=5894"},"modified":"2011-06-07T16:22:10","modified_gmt":"2011-06-07T15:22:10","slug":"is-internet-access-a-human-right","status":"publish","type":"post","link":"http:\/\/www.rogerdarlington.me.uk\/nighthawk\/?p=5894","title":{"rendered":"Is Internet access a human right?"},"content":{"rendered":"<p>Presenting <a href=\"http:\/\/www2.ohchr.org\/english\/bodies\/hrcouncil\/docs\/17session\/A.HRC.17.27_en.pdf\">a report<\/a> to the Human Rights Council of the United Nations General Assembly, Special Rapporteur Frank La Rue concludes:<\/p>\n<blockquote><p>\u201cWhile blocking and filtering measures deny users access  to specific content on the Internet, States have also taken measures to  cut off access to the Internet entirely.<br \/>\nThe Special Rapporteur considers cutting off users from Internet access,  regardless of the justification provided, including on the grounds of  violating intellectual property<br \/>\nrights law, to be disproportionate and thus a violation of article 19,  paragraph 3, of the International Covenant on Civil and Political  Rights.<\/p>\n<p>The Special Rapporteur calls upon all States to ensure that Internet  access is maintained at all times, including during times of political  unrest. In particular, the Special Rapporteur urges States to repeal or  amend existing intellectual copyright laws which permit users to be  disconnected from Internet access, and to refrain from adopting such  laws.\u201d<\/p><\/blockquote>\n<p>France and Britain are being particularly criticised here in relation  to their recent laws seeking to prevent breach of copyright.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Presenting a report to the Human Rights Council of the United Nations General Assembly, Special Rapporteur Frank La Rue concludes: \u201cWhile blocking and filtering measures deny users access to specific content on the Internet, States have also taken measures to cut off access to the Internet entirely.
