As noted there, it was mentioned as a way of avoiding the damage of no-deal Brexit by Boris Johnson in one of the leadership debates. Shortly afterwards, his claim was&nbsp;<a href=\"https:\/\/www.telegraph.co.uk\/business\/2019\/06\/21\/bank-england-governor-mark-carney-dismisses-johnson-claim-no\/\">debunked by Mark Carney, the Governor of the Bank of England (\u00a3)<\/a>&nbsp;but he has continued to push it&nbsp;<a href=\"https:\/\/www.theguardian.com\/politics\/2019\/jun\/25\/brexit-boris-johnson-britain-will-leave-eu-31-october-do-or-die\">in interviews this week<\/a>.<br><br>Indeed, it has been debunked many, many times before \u2013 in&nbsp;<a href=\"https:\/\/commonslibrary.parliament.uk\/brexit\/no-deal-brexit-and-wto-article-24-explained\/\">a briefing by the trade policy specialist<\/a>&nbsp;of the House of Commons Library, by former WTO official Peter Ungphakorn&nbsp;<a href=\"https:\/\/uktradeforum.net\/2019\/01\/26\/why-claims-about-a-wto-article-24-interim-agreement-are-a-red-herring\/\">writing for the UK Trade Forum<\/a>&nbsp;and, more recently,&nbsp;<a href=\"https:\/\/tradebetablog.wordpress.com\/2019\/06\/24\/beginners-guide-gatt-article-24\/\">on his own blog<\/a>, as well as, more succinctly, by Chris Morris\u2019s&nbsp;<a href=\"https:\/\/www.bbc.co.uk\/news\/uk-47216870\">BBC Reality Check<\/a>, amongst many other examples.
