The <a href=\"https:\/\/en.wikipedia.org\/wiki\/Dayton_Agreement\">Dayton Agreement<\/a>\u00a0froze the conflict but did not resolve fundamental political issues.<\/p>\n<p>I saw the post-Dayton situation in Bosnia at first hand when, eight years ago, I visited Sarajevo.
