So far, the aspect of the conference that has attracted the most publicity is <a href=\"http:\/\/news.bbc.co.uk\/1\/hi\/uk_politics\/8265821.stm\">the surprise proposal<\/a> that homes with a value of over \u00a31 million pounds should be subject to an annual tax.<br \/>\nThis is an interesting suggestion, but why should the government only tax wealth in the form of property? Why not tax all wealth?
